CONSULAR AND VISA ISSUES

All consular and visa applications relating to SPs’ service in Brunei are processed through the Garrison RAO Dept, with the RAWO as the Garrison lead. All applications, and any issues arising from them, must be processed through the RAO Dept to ensure that the CoC can manage applications on their behalf.

Applications from BFB are processed by either the High Commission in Kuala Lumpur or direct through the Home Office. The British High Commission in Brunei do not process any visa or consular applications and are not able to assist SP with them. SP must not email the BHC in Brunei direct but should direct any issues to the RAWO, who will then engage with outside agencies to expedite applications or resolve issues where necessary.

Non-UK Nationals: New digital record of exemption for those in the Armed Forces from 19th March 2026




The Home Office has informed the MOD that from 19 March 2026, UK Visas & Immigration (UKVI) will no longer issue physical exempt vignettes in passports as evidence of their exempt status.

Instead, all new recruits and Service personnel in the UK and serving overseas who are renewing or replacing their passports will be able to apply for a digital record of exemption (DroE). The document below summarises the application processes for applying in the UK and from overseas.

Changes to Entering the UK as a Dual British National

From 25 February 2026, dual British nationals must be able to demonstrate their right of abode when entering the UK. British citizens cannot apply for an Electronic Travel Authorisation (ETA) and must instead provide approved documentation confirming their right of abode.

BRUNEI: Passport Renewal Expense


PASSPORT RENEWALS

1. All permanently assigned service personnel and their spouses, regardless of their nationality, who are required to travel on official duty or assignment are eligible for renewal at public expense. Lost or damaged passports, or changes to passports for personal reasons, will NOT be provided at public expense and must be paid by the individual.

2. All applications must be submitted through the Unit Admin Office to enable the payment for passports using the Mandate form in Sterling by ePC Card. However, where this is not possible, with prior approval from RAO/RAWO, personal credit/debit card details can be entered onto the mandate form and then reclaimed fee via JPA.

3. A passport is a valuable document. It is service personnel responsibility to apply for renewal as per below eligibility criteria. It remains the property of HM Government and its loss or destruction is to be reported immediately to the Unit Admin Office as well as to the Service Police Detachment giving as much information on its details as are available. Failure to report the loss of a passport can have serious consequences, and delay replacement.
