SEXUAL OFFENDING AND UNACCEPTABLE SEXUAL BEHAVIOUR 

1. Unacceptable Sexual Behaviour: With effect from 19 November 2022, the Army adopted a Zero Tolerance approach to Unacceptable Sexual Behaviour (USB) which means every allegation/complaint will be investigated promptly, thoroughly and efficiently. There is a presumption of discharge for anyone found to have behaved in a sexually unacceptable manner. The chain of command (CoC) are not permitted to investigate allegations about unacceptable sexual behaviour, unless the victim wishes to have their complaint dealt with through informal resolution; this is a specific process in AGAI 67 which results in minor rather than major admin action. Service Personnel wishing to raise an allegation/complaint of Unacceptable Sexual Behaviour have the following options:

Policy and Legal Definitions 

1. Bullying, harassment and unlawful discrimination (BHD) is never justifiable or acceptable in the Army. Those found guilty of unacceptable behaviour will be subject to administrative or disciplinary action in accordance with AGAI Vol 2 Ch 67 , the JSP 830 - Manual of Service Law and The Queen’s Regulations for the Army 1975 . Commanding Officers are entitled to initiate such action where there is evidence of wrongdoing, irrespective of whether a formal or informal complaint is made. Bullying covers unacceptable behaviour against an individual or group whether they are protected by the equality act (Race, Religion, belief or non-belief, Sex, Age, Disability, Sexual Orientation, Gender reassignment, Marriage & Civil Partnership, Pregnancy & Maternity), or not. For example, gender identity and gender expression, having red hair, speaking with an accent, having a different cap badge or being injured are not protected characteristics but can still be the basis for bullying for which the Army has zero tolerance.

BELGIUM: Calling all Gluten-Free shoppers….

 Allergic or Intolerant to Wheat? This will be music to your ears…..

‘Copains’ a French luxury bakery is opening four all-gluten-free stores in Brussels over the next few months, starting in mid-October 2025.

The first store to open will be at the Marche aux Herbes in the îlot Sacre district of the city. A second store is planned for Rue Jean Stasby by Avenue Louise and a third store, which is going to be a bread-making workshop, is set to open on Chaussée de Charleroi. The final bakery is due to open in December/early-2026 in Place du Châtelain in Ixelles and will be a flagship store.

Brunei: PCMF - Impetigo In The Community

We recently had a few cases of impetigo in the community. This is a common skin infection, which spreads very easily from one child to another. It usually starts as small blisters or weeping sores on the skin and can pass on quickly if children are in close contact. 

How it spreads: 

• By touching the sores or fluids from the wound 
• By sharing towels, bedding or clothes 
• Through close contact such as co-sleeping 

What families can do if their child is infected: 

• Contact PCMF through e-Consult as it allows sharing images to help us with assessment and reduce exposure 
• Alternatively, parents can call PCMF reception desk to arrange a routine appointment with a nurse or doctor. 
• Please don’t let children share towels and clothes 
• Wash the towels, clothing and bedding 
• Try to stop them touching or scratching the wound 
• Give them a shower twice a day and keep their nails short and clean 
• Keep the wound clean and covered, especially when they’re outside or around others 
• No swimming until the skin has fully healed 

Coming back to school: 

• If your child has been given cream (topical antibiotic) or medicine (oral antibiotic) from the nurse or doctor, they need to stay at home for the first 2 days after starting treatment. This gives the medicine time to start working and reduce the infection from spreading.
