Winter tyres are not mandatory in the Netherlands or Belgium, however, when driving in Germany, you are obliged to have winter tyres on your car or camper in winter conditions.
What are 'winter weather conditions'?
1. black ice
2. slippery conditions due to snow or slush
3. slippery conditions caused by ice or frost
There is no fixed time period in which you are obliged to drive with winter tyres in Germany, but it is your responsibility to have the right tyres for the right weather conditions. The general rule is ‘von O bis O’ (from October to Easter), fitting winter tyres from the beginning of October to the end of April.
As of January 2018, new winter tyres must be marked with the Alpine-Symbol (a 3-peak mountain with a snowflake in the centre).
Because of these regulations, tyres that only have an M+S mark are no longer sufficient. The Alpine symbol gives more assurance. To be allowed to use this symbol, the tyre must conform to a minimum standard of grip in winter conditions (snow grip index).

To comply with all the regulations, German law specifies that your car must be fully equipped for winter weather conditions. In addition to the correct tyres, your car must also have sufficient screen washer (containing antifreeze) and properly functioning windscreen wipers.
An emergency triangle, high-visibility vests and a first aid kit are, of course, mandatory.
